Challenges to Achieving Low Carbon and Decentralised Energy in Central London

With the support of LDA funding, CLF commissioned URS to undertake an analysis of the plans, potential and challenges for achieving carbon reduction objectives and delivering decentralised energy networks in Central London.

The three main objectives of the study are to:

  • Conduct a gap analysis of existing studies and regional and local authority action plans for achieving carbon reduction targets
  • Review emerging plans for decentralised energy networks, assess key barriers/constraints to successful implementation
  • Put forward recommendations on potential improvements and/or areas of further work

The report provides a concise and fascinating overview of the regulatory elements and policies which currently hinder the successful proliferation of decentralised energy, and how local authorities and central Government need to work in partnership to tackle these barriers.
